fixed bugs in code but got new assertion error in tests. these need to be investigated before removing

Now we first fix empty cells with incoming connections
then we fix cells with rails and wrong transition maps.

fixed how a-start works. we can now force it to ignore illegal rail elements. This might be a bit dangerous as you need to fix them later one ( done in current code). Maybe better suggestions here!?
