Added a test for the PIL graphics layer.

add saved rail env transitionmap data env-data/tests/test1.npy and update basic-env.png to match it.

updated test_rendertools to only set seed of numpy.random not plain random
to confirm that only the numpy random sequence is being used.

created folder flatland/images/test

moved xticks, yticks to middle of grid squares
added more image tests
