RickYang2020 requested to merge RickYang2020/flatland-book:patch-1 into master

This paper provides a framework (SASS) to solve the multi-agent cooperative issues. At this stage, it does not involve the decision and learning level into the architecture, but I believe that it can provide an exciting way to solve the Flatland Challenge.
