Implementing the new version of how malfunctions are handled according to this #263 (closed)

• Updating Baseline repository to handle new malfunction. #265 (closed)
• Update parameters of submission scoring set #267 (closed)
• Update either schedule from file or how we load malfunction parameters (We don't need to hide these parameters I believe) #266
• Makek backwards compatible #269 (closed)
