minor updates to test-service notebook and service.py.  Changed per-step timeout to 2 seconds, hope to resolve sporadic build pipeline probs

collect deadlock counts from the env in the evaluator and record in outpt.csv.  Rework the pandas dataframe update to avoid the update-a-copy warning

fixed service.py to work with test-service notebook.  Also made it send errors with pickle when pickle is set

update / merge service.py from infinite_wave branch, and add test-service notebook (not yet working)

Infinite wave: overall timeout, min percentage per Test, evaluation in order, doubled pre-planning/step time limits

Fixed bug when timeout occurs in first step, give normalized score of -1.0 and 0% completion if timeout occurs
