added evaluation_initiated label and removed waiting_in_queue label

@ayush0x00 : I was able to trigger a submission by pushing a git tag.

And i do not see any git-tags that you have pushed ? Can you confirm that you are following the steps particularly in this step to create and push your tags ?

I added git tag using the format mentioned and then pushed it. Still couldn’t find any submissions.
