    I think if you want, you can study to become whoever you want now, get whatever certificate you want and take any tests and exams. Everything is available, open access. My friend even dreams of civil service in the US. I’m sure he’ll make it.

    There’s some test you need to take. And really now in many places they require a certificate or direct testing, and it’s cool that now they focus on your current knowledge and skills, not just on documents like a university diploma. I remembered that for civil service you really do need to take a test, and the civil service practice test can help you prep well for it. If your friend is just starting prep, let him use that thing.
